Following the September 11 terrorist attacks, the Department
of Homeland Security issued guidelines for identification systems to be used
by federal employees and contractors working under federal contracts. These
requirements, known as the Personal Identity Verification guidelines, offer
federal agencies and contractors guidance as to the type of ID systems
necessary for specific applications.
For example, Photo ID Systems should generate identification
cards that reveal visual evidence of tampering and that are not easily forged.

print will not fade or rub off.
